Yes, there are two double barrel carbs and there are two main jets in each that removed and cleaned. And two other small jets just in front of the main two that i didnt remove.

My two cents....
Prop is easy to change, one cotter pin, one nut and a bit of grease.
I don't know how your shops work in your locàtion, but here they will let you purchase a prop, try it and see if it is the correct one....or at least your RPM is going in the right direction..
If it isn't correct and not damaged they will take it back and refund your money. Try another size till you get the right one.
Nothing to lose except a little time and some gas for your trip to the store.
I vote for changing the prop.

I appreciate the advice and will call around tomorrow to see if any shops have that kind of policy.
And yeah love to dive but this year have been getting back into flats fishing with this boat. Im in st.pete

Just wanted to update the thread. I finally tested the outboard with a different prop. I bought a yamaha 13×19 3 blade on craigslist. I got it to 5200 and my top speed is a up around 5mph too. I didn't open it up completely, didn't want to push it the 1st test run. But I got it almost wide open and my question seems to be answered. Thanks for the advice!

I would simply use test wheel YB1624 and see if it can spin it at 4900-5100.
if it will motor is good.
if it wont you masked a problem.
