find a dealership with test wheel YB1611.
a quick easy cheap test will reveal it.
if it can spin yb-1611 to 5250-5450 RPM with a known good inductive tach then go fix the prop/rigging/hull isssues and leave the motor alone.
if it cannot then fix the motor.
