      I was about to give up on pump #2 when after 3 days of soaking, cleaning and soaking again it freed up!

      It had to be the fuel going bad in the VST tanks to affect both pumps the same way. I have some new gaskets on the way and hopefully all will be well.

        Excellent!! Just make sure the VST float needle valve is not stuck/varnished up either..
