5400rpm is not bad at all (just for dont say is good hi) but if for me I would like to have a little more... (is not so easy on that motor/hull)
Follow what Rod recomends or get a prop with lower diameter (can be a shoot in the dark) but not a problem if you can one prop borrowed for testing.

Lets get something clear here, you said you did not touch the engine height! but that does not mean it is right, when on the plane, the "foil" should be out of the water, so NO difference in RPM should be evident, if there is, your motor is too low, BUT as rodbolt points out, it is very simple to check, and just as easy to remove the foil and see if your RPM returns.
