String is to tie onto the tools so you do not loose them while working over water, At least that is my thought

Slip a length of string thru the eye of a cotter pin and if you drop it off the end of your needle nose pliers while you are trying to insert it into the lever of your throttle after you adjust the cable you can easily retrieve the cotter pin. After it is well seated pull the string out and stick it in your tool box. Works slick. After dropping the pin into the lower cowl a couple of times I thought of the string.
