2004 F60 4 Stroke Tilt Trim in op

Is there a way to test the tilt trim motor when removed? I have 12vdc on the blue and green wire depending on trim up/down(assume relay is good). Also noticed a circuit breaker in the trim motor....Is there a way to test? I would assume 0 resistance can you confirm? When removed motor can be turned by hand.

yep 0 resistance what are the brushes like plenty on meat left on them ?
