Yamaha outboard will not go in reverse. Help!?

I have a 1989 Yamaha 90 horsepower outboard. The upper shift rod is corruded. I need to know how to change the rod. It looks like the engine has to come off just to get the rod out. Does anyone have any help??

yes head needs to be removed, if its a salt motor work the bolts out very slowly, back and forth
