The motor was running rough, cleaned the carbs, now it won't start, it's on a clean 6 gal. tank. What next

if spark to the plugs and gas in the carbs, engine should work.
what did you found in the carbs when rebuilt? dirt, water, corrosion?
are you sure all the floats and niddles are working and opening-closing properly?
are you sure all the jets are 100% clean?
did you flush and clean the fuel pump and fuel line before repriming with new fuel?
        keep posting

PA, How is the compression? You might consider a compressions check.

is your choke working properly? closing all the way?
did you tried to spray a little bit of starting fluid or carb cleaner in the troat to see what happened? if the engine start or even sneeze a little, then you know your problem is in the fuel system.
i guess it is a 2 stroke, right? are you sure 100% you cleaned the little jet on the bottom of the carb bowl located behind the drain plug? to clean this jet properly you have to remove it.
