'06,50HP 2 stroke Hard Starting after Sit

Recently my '06, 50 HP 2 stroke has some difficulty starting after sitting for a week or so.
The starter engaes briefly (to about 500 RPM) and then kicks out---no start

Many Repeated efforts, do the same thing, then finally starts at a low RPM( about 800) warms up then at 1100 or so, then all is OK.

Makes no difference if the bulb is soft or rock hard .

So, what's going on

Make sure the red lever on your prime start system is in the correct position. There is a sticker on the engine that shows this. The lever has three positions Normal, Emergency, and closed. Full counter clockwise is the "Normal" position.

I checked the lever it was in the correct place.

Load tested battery , it was low. charged battery. Good start and run.
