Ringfree Ratio

I purchased a 1Litre bottle of ringfree in Canada($40).It says to mix 10ml per litre.That means this bottle is good for 100 litres of fuel.I see American buyers state a mixture of 1oz per gallon of fuel.This same bottle would then treat around 1200 litres of fuel.Is there a reason we must mix this 12x stronger in Canada?At the rate stated in Canada it would cost me $1.50 per US gallon to treat my fuel.There is something wrong here.

For constant treatment use 1oz Ring Free to 10 gallons gas.
For shock treatment it's 2oz Ring Free per gallon of gas
