Trouble with start 70HP 1988

I can't start my engine in neutral position, if I turn ON Free acceleration Lever , then I can start my engine but is working on two cylinder (1+3).I am already replace Charge coil,Ignition coils, check Pulsar coils with ohmmeter.But I am not sure about CDI, I did resistance tests, look's good but some numbers are slightly different (-minus 10%).
This engine was stored for 20 years in garage.

Someone got idea what is wrong?

The pulsor coils or the CDI unit could prevent it from firing on one cylinder. Need to check check peak voltage output of pulsor coils.
