trim and tilt not allowing engine to seat down fully

I have a 1998 Yamaha 250 HP outboard motor and have a problem with the tilt & trim. The motor will tilt down but not seat I have to push the motor by hand to get it the rest of the way seated. I bled the tilt, serviced the o rings and worked on it for 7 months and still can not get the motor to seat its self all the way down by just using the tilt button. You don't have to push hard at all to get the engine fully seated. What should I do or what didn't I do.

if you open the release in full down position does it lift and drop freely and completely??

ye it will allow the engine to go down a seat itself

yes it does drop down and seats itself completly.
