tilt operates intermitantly 1989 115 hp jet drive

The tilt operates intermitantly from either the remote control or at the cowl switch. The switch clicks but won't operate the tilt. Checking the relay we have 12v at the blue and green wires when the switch is operated. Would like help in troubleshooting the problem and a wiring diagram for the tilt system to trace the power.

If you get 12 volts at green and blue wire going to trim motor when trim switch is activated and all ground wire wires are good then probably a bad trim motor.
