2004 40 hp motor problem

I need some help I have 40 hp 2 stroke that I run all the time. this weekend when i unloaded it ran bad at idle. then when I put it in gear it would die. I though it might be bad gas. I have changed gas & spark plugs. still no good however it is now on and off sometime runs great and sometime it dies as soon as you place it in gear. does this sound like a fuel problem or eletric?

Try cleaning carbs.
