engine mount fuel filter

Is it normal for the engine mount fuel filter to suck down 1/2 way when at idle on a 07 F-250. I just replace the filter and never noticed this before. More fuel does come in but the filter is not full. Boat is on trailer and cannot idle up any more.

sounds like the filter screen mesh size is smaller than the other one you took out .
