fuel pump

I have a 98 90hp yamaha and i cant get the prime buld to get firm or prime up ,so i talked to a older gentleman who works on outboards and explain my problem to him and he said to check the fuel pump. So I pulled it off and pumped the bulb and fuel came out the back of it ,is this my problem, thanks for any help.

if you unbolted, left hoses intact, pumped and gas came out of vac port then yes it is bad.

jb123 thanks for the reply . thats what i did ,unbolted the pump from the block and fuel came out of the backside of it.
