250 yam powet tilt & trim Prob

I have a 94 250 hp yam and my power tilt switch is not working. /When i push the button(either one the motor or remote) the relay switch clicks and nothing happens. When I pull the covers off the wires feel hot. What do ya think? Is the motor frozen or is it electrical?
