Clicking in lower unit

I have 40 four stroke, when I was flushing the motor I noticed clicking noise in the lower unit. I had some fishing monofilament wrapped around the prop shaft, so I removed that but still have the noise. Removed the prop and spun the prop shaft and still have the noise, seems like it is inside the lower unit. I only have 27 hours on the motor, I need help diagnosing this problem. Thanks in advance.

most likely just need to adjust shift cable
