87 40hp tiller arm snapped off

This weekend my tiller arm for my '87 40hp Yamaha just snapped off. The 2 bolts appear to be cast into the main control arm of the engine (i think thats correct). Anyways, can those 2 bolts be replaced or am I into a seriously expensive repair and if so where can I purchase a used part. The tiller arm is just connected now by the shifting linkage.
