250 HPDI Overheating and low water pressure

I have a new 2007 HPID 250 hp motor that I am having trouble with low water pressure and over heating. When I take off the pressure gauge goes to 18 to 20 psi and starts to bleed off. It will bleed off all the way to 0. Some times I will gat a hot alarm and some time I don't.

I have had the water pump housing changed and the pressure valve checked.

Has anyone had the same problem or knows what to do with it.

did it ever run normal ?
maybe it is set too high on the transom ?
add any extras on the transom ?
