2004 T8 - How do you adjust the tension?

I have a 2004 Yamaha 8HP kicker that I use for *****ing. The tension on the handle seems to be too loose. I cannot ***** at slow speeds because it slowly slides back to neutral. The handle is red/black/grey I'm almost certain that it's a standard Yamaha setup.

There is a rubber boot on the handle if you remove it there are two philips screws. They do not budge so I assume that's not the correct place to adjust.
