1998 Yahama Trim/Tilt issue

1998 Mod C60TLRW - Trim/Tilt always works going up. When button pushed for down there is a clicking like a solenoid trying to engage. Will go down after several tries. Suspect Trim Tilt relay assembly but told they rarely go bad. Any testto be sure before spending $100?

Try swapping it with the UP relay first, see if the problem follows the relay. Or you can use a heavy gauge wire to jump across the relay from one post to the other and see if the trim works instantly.
