remote control problems

have a Yamaha F40TLRY 2000 on a Party Kraft pontoon. This problem just started after a freind had used the boat and told me he had pressed the reneutral lock on the control lever grip thinking thats how it was put into gear. The problem is it now is hard to put into gear either forward or backwards. The engine goes a normal speed on forward but when put into neutral it runs up to 4000 rpm and won't drop.
nothing appears to be binding on carbuator linkage any suggestions as to what maybe happening?

is it a 703 and the red lever under the handle? if so, maybe he DIDNT lift it, rammed it and now your control linkage is misaligned, a simple fix just disassemble, lift idler arm approx 1/3 and reassemble.
