    1990 200 Yamaha that cranks but idles rough. Once engaged in forward it will only run 2600 to 2900 rpm's but will rev completely if in neutral. The fuel was "conditioned" but is quite old. Probably a year or more. Not used since October of 2005. Is this likely a fuel issue and do I need to drain and dispose of the 50 gallons of fuel? And how to pump out? Did change the water separating filter, no water noticed and sprayed Seafoam in the carbs but didn't get any change. Bulb seem a little weak on the fuel line.

    I would definitely get rid of the old fuel - it's a shame, but being a year old, it has probably lost most of its vapor pressure, and it probably has water contamination.
    Disconnect the primer bulb from the hose that leads to the motor. Attach enough hose to the primer bulb to reach over the transom and down to the ground. Now you can pump the primer bulb and should be able to fill containers as long as they are below the fuel level in the tank.
    After draining, put fresh fuel in tank and do a "shock treatment" with either RingFree or SeaFoam - that will de-carbonize the motor and may clean up the fuel system enough to get by.
    You could also remove all the jets and carb bowl drain plugs you can get to and squirt some Berryman's Chemtool or Amsoil Power Foam into the orifices. Sometimes this works.
    If none of the above helps, then time to remove carbs, tear down, clean, and install a carb kit.

      Sounds like the classic "dirty carbs". start with a search of this forum,bad fuel, dirty carbs stuff like that you'll get quite the education.
