2001 40TLRZ CDI Linkage Stiff

Hello
While replacing throttle and shift cables I noticed that the CDI timing arm on my engine feels really stiff, sometimes it even wants to stick fully advanced while adjusting the new cables. I am assuming that this should move free and without a lot of friction? Is this a common problem? I attached a pic of the CDI and circled the arm in red to help with my description.

Smarter folks will correct me if needed, but I think the short answer is yes, it should move freely.

It should not be real loose, but it should not be sticking either
