    I had performance problems last year with my 2004 90HP 4Stroke Yamaha. The dealership Mech. cleaned the carbs (4ea) and charged me over $400. They said it could not sit more than a month without running or the gas would foul the carbs so afterward I've made sure it does not sit more than 2weeks without running. Now it happening again but I've notice the fuel line bulb will not tighten up no matter how many time I pump it. Would that be a more suspect than dirty carbs?

    I would look at the fuel pump. Usually if you can't pump up the primer ball firm it points to a bad fuel pump. Do you have a Racor filter prior to the primer ball? It's clear of water?

      Mike is right - fuel pump would be the likely suspect.
      But another possibility would be stuck (open) carb float valve(s).
      You could disconnect the output hose of the fuel pump from the carbs and plug it up, and then try pumping the primer bulb - if it pumps up hard, then you have stuck float valve, if not, then bad fuel pump. This is assuming, of course, that the primer bulb is good.
