9.9 high thrust 4 stroke will not start

After many years of very little use, my 9.9 kicker will not start. I disassembled the carb.
Carb was very clean, The only way I can get the engine to start, is to put my fingers over the air intake and adjust them to let small amount of air in. when I remove them the engine stalls.
Any suggestions please.

That is a sign of fuel starvation. It sounds like the carb is still has plugged jets or passages.
