F115TXRB ISC Valve...rodbolt?

I just put new ISC valve on motor. Should the ISC Valve get hot with just key on power? Plus after the motor runs for about 10 mins and then I turn motor off, the ISC resetting sounds not as rapid as it does when I turn motor of after 1 minute of running. Temp gun on ISC valve after 10 minute run time is 200 degrees F.

200 is getting pretty warm.
means for some reason it is working a lot.
look for any air leaks, fuel system issues.
watch the request on YDS.
see if it is hunting.
