I bought a battery, Battery Terninals, 15amp in-line fuse and bullet terminals today, so I will get it all hooked up this evening and see if I'm getting the 12.7 and 14.5 volts we are looking for.

And the engine was only running for a minute or two, because my
6 month old daughter was down for a nap and all hell would break loose
if I had woke her up lol

Thank you everybody for all your help with this, especially Boscoe99... I am no longer a complete amateur with outboard electrics and you've been very patient with me.
