The engine has a very high idle. I believe I have traced the problem to the primer solenoid part # 62Y 14380. I have removed the solenoid and manually tested it with 12 volts for an extended period of time and it never moves. I then tested resistance across the leads and they show a dead short. I would have expected with the leads showing a short that I would have sparked when I applied voltage to them to test but I didn't. Does all of this sound like the solenoid is bad or am I missing something?

I stand corrected, after about 3 minutes of being energized it will begin to move but only extends about 1/8 of an inch. Is it normal for it to not extend any further than that or does this sound like the problem? If I manually move the linkage that the solenoid would be pushing the engine idles normally.

first off its NOT a solenoid.
      its a heated wax pellet.
once it extends the heater will simply cycle on and off.

IF it failed to move you would have a very rich and very poor warm idle.

      go hunt a different rabbit.
