Yamaha 115hp 2007 trim gauge not working

I’ve got a 2007 Yamaha 115hp and my trim gauge only flashes the top bar all the time . I’ve googled it lots and all I can see is people saying the cam arm , which mine was . However when I move the switch and even hold it in a position the gauge still doesn’t move , I even crossed the wires too see if that moved it and still just 1 bar flashing .
before I start buying switch’s etc I don’t need , is there something I can check ?

Measure the sender alone to see if it is within specifications.

Test the gauge alone to see if it is operable.

Check wiring from the sender to the gauge.
