2003 200 Yamaha SS speedometer

I have the multifunction guage and the speedo is stuck on 33 mph, I cleaned the motor passageway and even disconnected the clear hose from the back of the speedo and it is still stck on 33 mph.
any ideas?

The gauge is bad if will not go back to zero with line disconnected
