200txrr lower unit damper seal

I have a lower unit that the water pump melted into the housing, and I was looking to replace everything. I have already ordered all the water pump components and changed the upper seals and prop shaft seals, and it will hold 15 psi for days now if I let it. But the last piece that looks not healthy is the damper seal, I have looked at the parts diagram but it says "see note" but no note attached. This part is hitting the wear plate and holding it up a little bit as its resting.

My question is, is it supposed to be the small aluminum plate and small piece of rubber, or is it a whole seal and that piece. I have seen both and I am not sure what the note I'm supposed to see is.

looks to me like it is just the guide and seal, not sure what else it would be.
