    I have a1999 40hp 2stroke. The my middle carb seems not to be getting fuel, the engine will not produce full power. If I take of the air intake cover and hold my hand over the middle carb and created suction the engine kicks to life and runs great, I have check all the vacuum lines and they seems like there on? I did recently take all the carbs apart to clean them, because I thought I had a closed meddle value, could I have not out something back together coreectly.

    There is always a chance you messed up.
    You need to make sure the orings and gaskets are all in good shape and sealing

    Did you make sure you put the carbs back on the same place they came off of and if you pulled jets did you put the correct ones back in ?
    The middle carb does take a different one than the top and bottom?
    Sounds like you have a plugged jet/passage if you have to restrict the amount of air going in to increase the fuel to air ratio for it to fire properly.

    Link and sync needs to be done everything you reinstall the carbs , but that should not cause this problem
    Vacuum leak or plugged jet /passage is my thoughts
