'00 F50 Revving High at Idle

my four stroke, carbed, 50hp outboard revs high in neutral after a few minutes at wot. Starts fine in neutral, its only after opening it up for a few minutes and then putting it in neutral does it rev high. If I shut it down right away, start it back up, it revs fine without issue. Shouldn't it rev high in neutral all the time?
