C40TLRB TRIM/TILT troubleshooting

Picked it up over the winter,been stored inside for a few years.When I try the t/t all I get is a clicking at the t/t relay assembly.Where should I start with the troubleshooting?Also, the grounding cables attached to the lower unit are broken...are these for electrolysis control only?

make sure battery, cable connections, and the cables themselves are good.

Bonding jumpers are for corrosion prevention, But I have read where they burn up when bad connections on battery cables happened

Hooked up blue and green wires on relay directly to battery,blue to pos and green to neg-nothing,reversed them and the same-nothing...
