How do you safely remove barnacles from fiber glass without causing any damage?

depends how bad they are.
my boats in the water all the time i simply take it into the shallows and use a scrubbing brush once a month

they actually will grow into the gelcoat so its best to do whatever it takes to NOT get them.probably best to keep the hull wet and simply use a scraper.
