40 HP tilt/trim problem

6HA C40TLRX, 1999 model. Trim goes down, not up. If I put the green wire on the blue relay post and the blue on the green, it goes up but not down. Motor runs strong and response is guick. Switch (on console) is good. Have checked every thing for corrosion that I can find and all looks good. 12.7 v coming from battery.
Any help is appreciated.

Assuming that you are getting power to the relay control circuit side of the relay, I would suspect that the relay has failed.
