I have power going to the electric choke assy P/N 6H3-14380-00-00. Is there a way to test this assy to see if its working? New part cost over $150.00

It is not a choke , it is a heater unit that pushes down on the needle as it heats up while running the motor. Electrical power is fed to it from the charging system it extends the needle closing off the extra fuel of the enrichment system.
Service manual will give spec for how much it moves once you put 12 volts on it for a few minuets.

Right, I know technically not a choke but and electric type servo. Is there a way to bench test?

Yes, remove the device when it is at room temperature or cooler. Apply a twelve volt power source and ground to the electrical leads. Observe that the needle extends as the device heats up.
