2002 F25...Loud?

I'm new to the 4-Stroke world (have an 04' 200 HPDI on my main boat), but just got a 14' Skiff with a F25 on it. It seems much louder than I expected, particularly after hearing a whole lot of 4-stroke 200s (Yamaha and Suzuiki). I've just chalked it up to small motor and less insulation and muffleing. Am I right?

They don't have the muffler like the larger motors, but I think they are still quiter than the 2 stroke motor's.
