F8 carburetor

I have a F8MLHB outboard and I can't get it to go above 3800 rpm.
My question is, does the carburetor throttle flap supposed to go beyond 75deg open to fully horizontal 90deg open.
I'm fairly sure it is a matter of throttle adjustment as everything else has been cleaned.

could it be that the motor can not turn the prop with the boat the motor is on?

No, prop is 8.5 X 8.5 boat is a lightweight rib.

seems like I have heard that they have de-rated some motors by limiting the movement of the throttle plates, but I have no idea if your motor is one of those.

has the motor and boat set up ever ran more than 3800 at WOT?
