Dealer told me that this rubbing on swivel bracket is not a problem. What do think, I am new to Yamaha’s.

      Paint?
you guys have paint on that area of the engine?

      Obviously, I wouldn't - don't - worry about that:

maybe rocking and rolling in rough conditions may tweek the mounting around a little bit

When the tilt pin, or the bearings on the pin are worn this can get worse.
Guessing from the picture, your engine looks in good condition so that unlikely.
However you need to check that all bolts are tight and nothing in the way off bad mounting on the stern is apparent.
Then I would say the tolerances from original manufacture or assembly are a bit out, suggesting a thin shim should have been added. The need for this will be determined by the amount of grind that occurs when trimming the motor up and down at the point of contact.
