1993 85hp stuck in foward

My old faithful C85TLRR just wont stop go foward.
Cables all working, shift rod moving under power head,
Looking at the lower unit plan 1 which shows a plastic paddle .
Could that be the problem and how hard is that for an old guy to fix?

I stand corrected. I am looking at the Control Engine Guide and the part I am suspect of is the Reverse Rod Guide.
If thats worn would it prevent the shifting from foward to neutral or reverse?

looks like that set up is spring loaded to forward gear. you have to compress the spring to get to neutral and reverse.
You need to find out if the cable and all linkages even down to the lower unit are moving when you operate the controls
