Does anybody know where I can buy the Service Manual for my 2019 VF115LA Outboard? Also, where can I purchase a Code Reader with the Software for the same engine?

What you refer to as a "Code reader" (YDIS) is not available from Yamaha to the general public. You can find knock off versions on the inner web. Which may or may not offer full functionality with your model motor.
