Does anyone know what could cause surging on my 96 30 hp three cylinder. I get her up on plane and running good then it drops rpm and lugs if I keep throttle on sometimes it will pick up rpms again and hauls ass then it will lower rpms and lug could it be a fuel pump issue it has fresh premium gas at first I thought maybe the tank was not venting properly so I loosened cap but issue remains starts first pull and idles fine just seems to lug then all of the sudden rpm's pick fast if I get out of it it will repeat.
