sounds like running out of fuel
Test fuel pump pressure /vacuum while problem shows up to see if it is a supply problem.

May need to replace the water pump housing if melted or damaged

          Yamaha 50

If the "tell tale" hole (on the starboard side of the engine lower cowl) is partially plugged (small bugs can get in there), the water stream will be restricted. Disconnect the hose from the inside of the engine (be careful when removing the hose - the fitting is plastic) and clean the tell tale with a small drill bit or piece of wire. If you don't see an improvement, run the engine with the hose disconnected. The hose can be plugged; in which case, disconnect it at the engine to check for restrictions.

              Power loss

It has been awhile so here is an update. Replaced both water and fuel pumps. No inprovement in power after half to full throttle. Water discharge problem solved and is flowing nicely.
Any last suggestions or or is it worth repairing/overhauling an 1992 engine?

Do you have a fuel water separator type cartridge filter?....How long since carbs were cleaned?....Maybe the carbs are fouled again with dirt/water/small rubber particles from deteriorating fuel lines, primer bulb, etc.....Try draining each carb float chamber onto a clean white cloth and carefully inspect for foreign matter....A fuel water separator is a great preventive maintenance item to install...
