Pickup Timing

Quick pickup timing question... So is the idle timing is 8 degree ATDC and the service manual says "Cam Roller Pickup" is also 8 degrees ATDC.... wouldn't that mean that at idle of 800 (in this case) that the cam roller should just barely be touching the throttle linkage?
