wet plugs

[97 grady white]

97 225 Yamaha ran fine the first time out, second time out started running rough, hesitate, rpm's would fluctuate. when I pulled the plugs there wet. I recently changed the voltage reg do to high charge voltage .could I have gotten a bad reg or other im stuck.
