Fuel Pump

Working on restoring a 1994 70hp. Have not got her started yet, when I attach the fuel line and compress the bulb to move the gas along, the bulb never 'hardens' and I was able to push the gas straight through the carbs. Is this a fuel pump issue?

If the carbs are overflowing with gas then the carbs need to be cleaned( float valve stuck open), if the fuel pump diapragm is bad then the gas will go into engine crankcase and come out of prop when try to start engine.
