Once the screw is fully turned outward grab the lower unit and pull like hell. Then pull some more and hold it. It will slowly start to come up. Get it fully up and then use the lock to hold it in place.
should be one screw on one side that you can turn.
service and owners manual should have this info.
probably also on the motor itself some where
should have an arrow on which direction to turn it to release.
as far as if under water, it depends on how low your a$$ end of the boat sits
